Live Search Sponsored links push Malware

This is not the first time, probably won’t be the last either…
Microsoft’s web search engine sponsors a site that distributes scareware… in this case AntiVirus 2009.
I assume that for every click on that link, Microsoft gets some PPC money.
Isn’t there a review process when a new partner wants to advertise on Live Search? If our search engines start to direct us to bad sites then you know there is something wrong…
